A child piling pebbles on top of each other is playing (while incidentally learning about balance and gravity).  A well known artist balancing carefully selected pebbles in an improbable tower is creating a work of land art.  And as for all the other people who while away an idle hour by the sea choosing, sorting and balancing these tempting pieces of sea worn rock…?
